Neighbors speak out after shooting rocks Odessa neighborhood

ODESSA -- Odessa police arrested Robert Barr on Thursday after they say he shot a neighbor's car while five people were inside of it.

Several of Barr’s neighbors said they are not surprised. Mary West’s family has lived in the Keystone Drive neighborhood for close to 50 years.

“I was not surprised because we were really afraid something like this was going to happen,” she said.

West is just one of several homeowners who said this isn’t the first incident.

West claims Barr currently targets a specific neighbor and has left a threatening note in their mailbox.

“It all kind of came to a head ‘cause he decided to pick on the neighbors on the other side of him. I’ve known those neighbors since I was four years old. They’re good people there’s nothing wrong with them,” she said.

OPD confirmed Thursday’s disturbance is part of an ongoing neighbor dispute.

“It’s not the first time with a gun either. When we had this problem initially, he walked out of his door and shot at the house across the street. But they were afraid to say anything because she has an elderly mother that lives at home and didn’t know what he might do to her,” West said.

The shooting incident has left another neighbor, Deanna Lana, fearful for the safety of her three children.

“Now it’s scary. Because if he comes out to play basketball, the best thing I do is block the sidewalk with my car so they don’t run out. And I stay inside and I roll my windows down and let them play and I can hear them. And now I’m not going to be able to do that. It’s kind of hard. It’s, ‘get off your technology, go outside and be a kid’ but how can you when you’re not safe in your own neighborhood?” she said.

West also highlighted an incident with a former neighbor where Barr impersonated a police officer, threatening to arrest them.

According to jail records, Barr was arrested for impersonating a police officer in 2013. Barr has also been arrested for silent abusive call- electronic communication with 911, according to jail records.

Lana has lived in the neighborhood for nine years and said Barr has exhibited odd behavior.

“He goes up and down the street just honking his horn like crazy. He sets his car alarm off in the mornings for a good hour, two hours just on purpose,” Lana said.

An Odessa man has been arrested after police say he shot at a vehicle full of people on Thursday morning.

Robert Barr has been charged with five counts of Aggravated Assault with a Deadly Weapon, a 2nd Degree Felony.

According to the Odessa Police Department, their officers were called to the 2700 block of Keystone Drive around 10 a.m.

At the scene, a victim told police that they were driving when their neighbor, identified as Barr, shot at them several times.

Five people were in the vehicle at the time of the shooting but no one was hurt. There is no word on what may have caused the shooting.

Barr was arrested and charged accordingly.
