Odessa Police Officer placed on administrative leave

ODESSA, Texas (KOSA)- An OPD officer has been placed on administrative leave without pay, according to the Odessa Police Department.

On Nov.22, Midland Police contacted OPD about an investigation of a criminal offense involving OPD officer Annette Cooper.

The affidavit says Annette Cooper was charged with failure to report a felony. It goes onto say on September 14th, Cooper sent a text to a friend saying that Cooper’s mother thinks there is sexual abuse in the family.

The next day the victim told Cooper and Cooper’s friend about the abuse and that it began in the summer of 2021. The affidavit then goes onto say the victim was threatened with physical harm if she spoke about the abuse.

The city of Midland says Cooper was arrested in November for failure to report a felony.

This is an ongoing administrative investigation.
