Neighbors Speak Out: Odessa Man Arrested for Impersonating Officer 9/28/13

Neighbors say they've called on 63 year old Robert Barr several times and they're relieved something was finally done.
Barr was arrested yesterday afternoon for impersonating a public servant, which is a felony charge.
Alissa Hall's family has lived in this Odessa neighborhood for years but you would never guess what was happening next door.
"It's just a constant thing with this guy," says one neighbor who prefers to remain anonymous.
Hall lives next door to Barr. She says his behavior was odd and inconsiderate. It started out to be minor disputes but it only got worse.
"One day he was out here in his truck just parked in the middle of the road blocking traffic and he was blaring his horn. It was like 7:30 in the morning and he took his shirt off and was yelling at one of my neighbors," says Hall.
"He was like saluting all the vehicles that drove by and he was sticking up flags everywhere. I think he thought it was September 11th."
That was just one of many strange encounters she and her neighbors had with Barr.
She tells us that one night he came out in his front yard and fired off a shotgun.
"Having firearms, shooting them off at night, that is scary, and him coming to our house and looking through our windows," says the same neighbor who prefers to remain anonymous.
According to neighbors, another night he was hassling one man and claimed to be law enforcement.
"Evidently, he came outside and flashed his badge...showed it to a neighbor on the other side of him and to my roommate and he said 'I'm on duty tonight,'" he says.
And according to Hall it turned out to be a fake badge.
"Out of these few houses that are all around him, nobody trusts him. We all think he's off his rocker and that, you know, he's a danger to himself and others," she says.
Now she and her neighbors feel relief that their bizarre neighbor is behind bars.
Barr's bond has been set at 15 thousand dollars. No word if he has bailed out of jail at this time.
