Permian High Student Arrested for Filing False Report 2/27/13
ODESSA - Justin Joe Payan, 17, was taken into police custody after filing a false armed robbery report on the night of Feb. 7th.
Payan told authorities that he was confronted at by 4 or 5 men occupying a black SUV and that one of the men loaded a gun and pointed it at his face outside of Permian High School.
He stated that he ran back in the building and waited for the men to leave before returning home to tell his parents, who then went back to the school to make a report.
After investigating for several hours, authorities determined that the report was not factual. Payan admitted to fabricating the entire story.
Payan was arrested, taken to the Ector County Law Enforcement Center and charged with filing a false report to a peace office, which is a "B" misdemeanor.
